Worldwide, terrorist threats and the associated use of explosives and so-called IED (improvised explosive device) increased dramatically. The priority objective of these threats is to disturb or strike infrastructure in certain areas. Losses among the civilian population are consciously accepted. Preferred targets include amongst others objects with high public transport (such as airports, train stations or shopping malls).
